*The car decal goes on the OUTSIDE of the window or bumper* First, clean the area where you are putting the decal.  Use a non-ammonia based household cleaner. Rub over the front of the decal ~ text facing up. This will help it stick  to the front, think side first. Remove the THICKER backing of the decal. TAKE YOUR TIME and make sure the entire decal stays on the THINNER side of the paper. Then, position the top of the decal and smooth it down slowly. Rub over it firmly with a credit card to remove bubbles. When you are sure the decal has adhered, peel away the thick backing  and only the decal will remain!
